The study aims to identify the provincial community of Jerusalem within the city’s waqf network. It also aims to examine the community of Jerusalem within the framework of the political and social hierarchy, the power of the local notables, and their relations with ordinary people, while at the same time dealing with how the Ottoman state apparatus operates in the rural environment. In doing so, the issues of Ottoman and Middle Eastern historiography are addressed together with many other issues in this book’s research agenda, some of which are more limited in scope. These topics include, narrowly, decentralization as well as the integration and rise of local notables, which are directly related to central-provincial relations in the period discussed. In examining these processes, this book focuses on the role of the waqfs in the context of urban history, identity issues and, finally, the politics of everyday life. The waqfs that were inherited from the Ayyubids and Mamluks, those established after the Ottoman annexation, and those established later point to the presence of an active waqf network in the city of Jerusalem in the eighteenth century. However, studies on waqfs in the city have been mostly focused on a limited number of waqfs or, alternatively, various waqfs in a short period of time.1 This book takes those studies as a starting point but focuses on defining this waqf network with an integrated approach, analyzing the effect of this network on urban space, social relations, and central government relations, and filling the gap in the literature in this sense. By making use of unpublished archival materials about the waqfs of Jerusalem, it deals with a different type of connection that existed between local and wider Ottoman networks of scholars and officials. Rather than presenting a definitive analysis of the function of waqfs in the historical development of Jerusalem, it aims to contribute to an ongoing debate about the functions of the waqf, and more particularly, the waqf in their urban context. The archival materials used in the study, often for the first time, are carefully analyzed and systematically connected, and they reveal the network of social relations in Jerusalem developed around waqf institutions in the early modern period in different contexts.
