Packaging has emerged as one of the most strategically significant interfaces between economic activity and environmental protection. What was once regarded as a technical segment of waste law now constitutes a central regulatory field within the EU’s Circular Economy transition and is a structural component of the EU’s transformation towards climate neutrality and sustainable resource use. Since the regulatory framework has become increasingly dense, complex and interconnected, the EU’s strategic policy agendas, especially the European Green Deal, the Clean Industrial Deal, and the New Circular Economy Action Plan, come into focus and imply a comprehensive examination of the European conceptualization and operationalization to tackle packaging and packaging waste in a truly Circular Economy.
