In the afternoon of an Autumn day in Brussels, after finishing a panel discussion, we sat down over a cup of coffee to chat about recent developments in European digital policy. The Spanish Presidency had just managed to conclude negotiations on the Artificial Intelligence Act, meaning that virtually all legislative files proposed by the European Commission in the past years would soon be law.
This was a remarkable feature that few observers had seemed to notice, we thought, but they had noticed even less that there was a bigger story behind individual policies. Our conversation, which was meant to be a regular catch-up between a think-tanker and a policymaker, ended up becoming the genesis of this book. We realised that there is some-thing untold in EU digital policy relevant for the whole of the European project. How was it possible that the EU institutions had managed to adopt so many policies and legislations and to be given so much power in the digital field, which is so close to the heart of national sovereignty and sensitive for competitiveness, democracy and the whole of society? This story—the making of the EU digital rulebook—was not only worth telling, it was worth investigating, we thought, because it may bring some clues for other policy areas and beyond for the future of the EU.
Several conversations and sketches over paper came after that initial conversation, which resulted in the production of this volume. We decided to gather a team of experts, half with an academic background and the other half with a policy background, and to challenge them to tell us their version of the story from the perspective of the field they know best. Three aspects were particularly important: first, we wanted to come to terms with the concept of digital sovereignty, which we believed had an important role in the recent developments of the EU digital policy. Second, we wanted them to highlight the inherent tensions between interest groups that occupied their field. Third, we wanted to account for the relationship of the digital policy agenda with European integration in general and to relate it to the international context.
These questions, in our view, could provide a framework of analysis to evaluate how the EU managed to create a comprehensive regulatory and policy framework in all things digital, something that we felt should be of interest to students, practitioners and anyone interested in EU affairs. We had not anticipated that the second Trump administration would turn hostile to these EU digital policies nor that some EU companies would call for a pause in the implementation the EU digital rulebook. But by studying the underpinnings of the EU policymaking, we also discovered some of the mechanisms that explain its resilience
