Reflections for this book began 3 years ago, following the workshop Strategic Mastery Series: Elevating Delegates Through Workshops in Artificial Intelligence and Diplomacy promoted by UN Institute for Training and Research (UNITAR) and the Permanent Mission of Monaco to the UN in New York, and the Science Diplo-macy Week Immersion Program by the Geneva Science and Diplomacy Anticipator (GESDA). Since then, the junction where diplomacy and technology meet has grown busier by the day, with the widespread adoption of Artificial Intelligence tools and the rising geopolitical stakes around tech. In light of this growing complexity, we believe this book offers a timely explainer on the fundamental concepts of this meeting point between international affairs and cyberspace. The motivation for this contribution was the realization that, ever since interest in the subject took off, notably with the universalization of social media in the late 2000s, the predominant research template for this subject-matter has been the case study, in which digital practices of Ministries of Foreign Affairs were catalogued and compared. The research cycle requires that exploratory case studies be followed by theory-building attempts, but so far the focus on concept formation and definitional rigor has remained minor compared to the interest in screening more cases. Synthesis is necessary for orderly progress of the research agenda, as well as to keep the field understandable and accessible to newcomers. Our book attempts to fill this gap in stock-taking by means of an extensive bibliographic survey leading to clear categorization of the most salient concepts applied to this domain: (i) cyber diplomacy, (ii) digital diplomacy, and (iii) tech diplomacy. Based on a comprehensive literature review, we argue that these concepts— rather than used interchangeably—should be differentiated based on their orientation towards rationales of (i) national security and norms for state conduct, (ii) dialogue and representation, and (iii) innovation and technological advancement, respectively. As such, (i) cyber diplomacy comprises discussions on cybersecurity as well as multi-lateral norm-making regarding internet governance; (ii) digital diplomacy, for its part, covers the use of social media for public diplomacy goals and for consular work; and (iii) tech diplomacy involves states’ efforts to draw near to innovation centers, which also underscores the rising importance of big tech in international relations. By focusing on these three issues, the book is in contact with different bodies of scholarship: it can be placed alongside works on cybersecurity and internet governance; social media and foreign policy; big tech and the digital economy; and diplomatic studies focused on the transformations of the profession and of its institutions. For that reason, we hope it will be found useful for readers interested in cybersecurity and international law; scholars of communication studies, digital humanities, and other fields focused on social media platforms; and those interested in international political economy, science diplomacy, and digital economy.
