This anthology will already have been overtaken by political and technological developments by the time it is published. While work on this volume is being completed, the world is preoccupied with the United States’ claim to power over Greenland. Mass protests in Iran are brutally suppressed. Venezuela’s President Maduro is being held in a high-security US prison. Confer is launching a privacy-friendly alternative to common large language model-based chatbots. And AWS is moving metadata and control completely to the EU, which could mean enormous progress for the Union’s digital sovereignty—if it were not already facing massive criticism because European sovereignty still cannot be guaranteed. The world has become more unpredictable. Unabashed power politics and the law of the strongest are increasingly replacing the rules-based order that was established after the end of the Second World War and the fall of the Iron Curtain. The often-proclaimed end of history is turning out to be the end of one story—and the beginning of a new one, the plot and outcome of which are not yet foreseeable. We do not know what will dominate the headlines and political debates when you read these lines. What we do know is that technological developments will happen at great speed in this new, multipolar world order, and they will increasingly become factors relevant to geopolitics, security and defence policy. We are convinced that core values such as freedom, peace and democracy can only be preserved and protected if meaningful governance is achieved for frontier technologies such as AI, biotechnology, materials technology, neurotechnology and quantum technology. At the same time, universal regulations and conventions are being challenged and losing their significance. They simply cannot be enforced in the emerging new world order. We do not see this as a rejection of governance per se, but rather as a motivation to find new ways to help old regulations regain their enforceability—and to find innovative, contemporary forms of governance. A form of governance that, if not prevents, then at least mitigates the undesirable effects, risks and disadvantages of new technologies; and at the same time does not inhibit innovation, technological and economic development, but promotes them for the benefit of society as a whole. This volume aims to contribute to this.
