It has already been fifteen years since the Member States of the United Nations (UN) adopted the Responsibility to Protect (R2P) at the 2005 World Summit, where they made a commitment to protect populations from four mass atrocity crimes—namely genocide, war crimes, ethnic cleansing and crimes against humanity. December 2021 marked the twentieth anniversary of R2P, and this is an important milestone to reflect on the question of the norm’s implementation and query whether or not R2P has turned into a shared responsibility since the International Commission on Intervention and State Sovereignty (ICISS) introduced it.
