In the late 20th century, the third wave of democratization spread across the globe, and Francis Fukuyama’s (1992) prophecy of the end of history in the embrace of liberal democracy became a global bestseller. Today, democratic optimism is waning. The word “democracy” remains at the top of popularity charts in virtually every country, but its actual implementation is faltering.
