What model in the natural world could we use for the assembly of nations that we now have on this planet? Maybe we could use a flock of geese as a model. There is usually a lead goose that the others follow in formation. Somehow that seems too orderly and too simplistic for our complicated world of nations. If that were a good model, we would have true leadership and peaceful cooperation among the members. We would all know where we are going. Maybe a better model would be something like a galaxy of stars. Stars are formed out of the chaotic motion of nebular gas and particles that are the remains of stars that finished their life cycle in an explosion. Stars within a galaxy are in motion around a central core that contains a black hole. They are kept in the galaxy by the gravitational attraction of other stars. There is a wide variety of sizes and luminosity among stars. Sometimes stars collide with and absorb each other. Out of the seeming chaos of the cosmos, there is some order. There is that word “order” again, and therein lies the difficulty in using the galaxy as a model. The nations of the Earth, during all recorded history, have never been able to coalesce into an orderly state of being. There may be no good natural model for the world of nations as it is today. It may be that the world of nations will always be in a constant state of volatile change. You and I and billions of other people are the caretakers—the movers and the modelers of this world of nations. Do we have a plan? Are we headed in the right direction? Will we have answers in the near future? I think we all need to take time to contemplate these questions, because we all must be part of the answers. The United States has pulled all of its soldiers out of Afghanistan, but there is still a hope that we will somehow help that country evolve into a democratic state and an ally. In addition, there was the “Arab Spring” in the 2010s, and waves of uprisings against totalitarian governments are still occurring among the peoples of numerous Middle Eastern countries. And, although there has been an attempt to limit the growth of nuclear-weapons states, there remains the real possibility that Iran and others will soon be in a position to develop their own nuclear arsenal. The nations of the world don’t know where they are headed, and there seems to be no end to the chaotic conditions of the world. Having uncertainty in world affairs is nothing new. Human history is full of situations of impending doom. What is new, however, is the criticality of conditions and situations in which we humans find ourselves today. If these are not addressed soon, they could seriously threaten our civilization as we know it. Two examples of extremes we face are the continuing crises over nuclear weapons and runaway global warming. There are others that also require our immediate and coordinated attention and action. Unfortunately, coordinated action is still a concept we are trying to learn. One major detractor that severely hinders our working cooperatively is extreme secrecy in governments. My objectives for this book are to review the secrecy— the distortion of the truth by governments—about the extraterrestrial life that is visiting our planet, and us. It is mostly about us—our perceptions and our fears and how we are learning to accommodate this knowledge. It is also about being true to our ideals as we struggle to define what it means to be human. One of the first important books on the subject of UFOs provides us insight into the early phase of this phenomenon. The Report on Unidentified Flying Objects by Air Force Captain Edward Ruppelt was published in 1956. Ruppelt was the first director of Project Blue Book from 1951 to 1953. This was the last publicly identified Air Force project involved with the UFO subject. Blue Book ended in 1969. By the time he was in charge of Blue Book, it had already undergone a major shift by the Air Force, from making a sincere effort to understand the phenomenon to the cover-up and a disinformation posture. Ruppelt had read the history from the earlier versions of Blue Book, Project Sign (1947–1949) and Project Grudge (1949–1951). He notes that by the end of 1947, the consensus of those investigating UFOs for the Air Force was that they were interplanetary. Even Dr. Vannevar Bush, the chief government scientific advisor, stated that the idea that UFOs were produced by earthly science was impossible. In fact, the highest levels of our government did know for certain that these were interplanetary, because they had already recovered extraterrestrial craft and beings from the 1947 Roswell crash in New Mexico. Evidence of the beginnings of an extensive cover-up by a secret group is also presented in Ruppelt’s book. He writes that in September 1948, the Air Force Project Sign investigators wrote a TOP SECRET “Estimate of the Situation” report on the UFO question. This report concluded that UFOs were interplanetary. When this was presented directly to the Air Force chief of staff, Hoyt Vandenberg, it was rejected as not based on any real proof. Because Vandenberg, as Air Force chief of staff, would certainly have known about the Roswell recovery, clearly he and the intelligence community had decided to maintain two realities about the subject. They needed the more public Air Force project to keep reviewing UFO activity while the “secret group” would continue doing the real, in-depth analysis under the protection of the highest levels of secrecy. By mid-1949, according to Ruppelt, there was a major change in attitude at ATIC (Air Force Technical Intelligence Center—Wright-Patterson Air Force Base). He makes this telling observation: “This change in the operating policy of the UFO project was so pronounced that I, like so many other people, wondered if there was a hidden reason for the change. . . . This period of ‘mind changing’ bothered me. Here were people deciding that there was nothing to this UFO business right at a time when the reports seemed to be getting better. . . . Maybe I was just playing the front man to a big cover-up” (Ruppelt 1956, 36–37). The objective from 1949 was to put an end to UFO reports. “Project Grudge had a two-phase program of UFO annihilation. The first phase consisted of explaining every UFO report. The second phase was to tell the public how the Air Force had solved all the sightings” (Ruppelt 1956, 38). However, this attempt to put an end to public interest in the subject failed completely. After the major flap regarding sightings over the Washington, DC, area in 1952, Ruppelt met with a group of Air Defense Command officers. He quotes them as saying: “None of us can understand why Intelligence is so hesitant to accept the fact that something we just don’t know about is flying around in our skies—unless you are trying to cover up something big” (Ruppelt 1956, 256). What was becoming clear to those in Project Blue Book was that the official and the unofficial Air Force policies on UFOs were decidedly different. The Air Force had obviously made some decisions on how they would handle this subject, then and in the future. There would be a dualistic approach. There would be a very serious and very secret effort to learn as much as possible about the phenomenon and set a course of action for dealing with it. In addition, there would be a more open, official, token effort to look into the phenomenon for the sake of public consumption and for those in government who did not have a need to know. Our intelligence organizations were well versed in this method of protecting secrets. They had just succeeded in protecting the secret of the atomic bomb during its development. And that was accomplished while thousands of people worked on the project collaboratively. The blueprint for operating a secret group was already in existence…
