In the early 1990s, after several years of deliberateness, it was finally decided to use the shield tunneling method for the constructions of Metro Line 1 in Guangzhou, which is the busiest, most densely built and most heavily trafficked section of the downtown. The tendering documents clearly stipulated that only international contractors with experience in analogous geology, as in Guangzhou, were allowed to bid, including joint ventures of domestic and international contractors were also rejected. This is probably the only tendering case in China’s history of civil construc-tion. Speaking of the reasons, it can be simply summarized into one sentence: the geology and ground surface conditions in this section in Guangzhou are too complicated.
