PQCrypto 2025, the 16th International Conference on Post-Quantum Cryptography, was held from April 8–10, 2025, at the Institute of Information Science, Academia Sinica, in Taipei, Taiwan. The PQCrypto conference series serves as a platform for sharing research on cryptography designed to withstand the capabilities of large-scale quantum computers. Over the years, PQCrypto has expanded its focus to encompass not only academic and theoretical work but also applied research, emphasizing practical implementation and deployment of post-quantum cryptographic schemes. For PQCrypto 2025, a single-blind review process was employed, meaning submissions were not anonymized. 59 papers by 197 authors from 24 countries fulfilled the technical criteria and were accepted for peer review. Each submission was rigorously evaluated by at least three members of the program committee. The committee, comprising 59 members and supported by 38 subreviewers, conducted 209 reviews in total. Following an intensive online discussion phase, 25 high-quality papers were selected for inclusion in the conference program and these proceedings. The accepted papers showcase a diverse range of topics within the field of postquantum cryptography, including: – code-based cryptography, – multivariate cryptography, – lattice-based cryptography, – isogeny-based cryptography, – cryptanalysis, – quantum security, – side-channel attacks, and – security notions. The success of PQCrypto 2025 would not have been possible without the contributions of many individuals and organizations. We extend our deepest gratitude to the authors, whose submissions reflect exceptional quality, and to the program committee and external reviewers for their dedicated effort in evaluating and discussing the papers. Their commitment was essential to assembling a strong technical program. Special thanks go to Academia Sinica for providing outstanding facilities and support for the conference.
