This second edition of the 2016 volume, Diplomatic Strategies of Nations in the Global South: The Search for Leadership, continues to represent an attempt to _ill the gap in the literature on international relations and foreign policy by focusing on areas of the world that are often neglected but are increasingly calling for our attention as a multipolar world takes shape. The _irst volume was the product of several years of conversations and presentations at academic workshops and conferences by the individual authors as well as the editor. It re_lected above all the efforts of the members of the Global South Caucus of the International Studies Association (ISA), founded by the editor in 2011–2012, to ful_ill one of its goals: that is, to disseminate to a wide audience the scholarship of persons from the global south, in particular persons either living in the south or living elsewhere in the diaspora but continuing to work in close collaboration with institutions in the south. In this sense, it was a follow-up to an earlier work by the editor, Foreign Policies of the Global South (Lynne Rienner Publishers 2003). It is often lamented that work by scholars from the south remains distant from northern audiences, either because of language dif_iculties or resource limitations. Scholars in the south may be quite content to publish in their own regional journals and presses but while these are welcome channels, the editor and her colleagues in the caucus felt strongly that it was not only desirable but quite necessary that works of scholarship from the south reach an audience across regions as well as in the north. In that sense, publishing a book with Palgrave- Macmillan, a publishing house with a broad outreach, ful_illed this ambition. While the current update intentionally reaches beyond just the members of the ISA Global South Caucus to include rising and known scholars who may not be members of the ISA, the intent remains the same. This volume also furthers one of the original goals of publication and that is to bring younger and older scholars together to learn from each other. Indeed, most of the scholars who have contributed to this book are in the younger category: in the early stages of their academic careers, and a few are still doctoral candidates at the time of writing.
